Superintendent, Clint Independent School District

Dr. Juan I. Martinez is a seasoned and visionary educational leader with more than three decades of service to Texas public schools. Throughout his 31-year career, Dr. Martinez has held multiple leadership roles at every level of the K-12 educational system, including classroom teacher, assistant principal, principal, director of human resources, chief human resources officer, and currently, proud Superintendent of Clint ISD. His comprehensive understanding of the school operations, human capital, and instructional leadership has been central to his success in building strong school communities and advancing student achievement.

Since 2013, Dr. Martinez has served as Superintendent of Clint Independent School District, located in the far east region of El Paso County. Clint ISD serves over 11,000 students across three uniquely diverse and geographically distinct communities: the rural and historic farming town of Clint; Horizon City, one of the fastest-growing suburban areas in the region; and Montana Vista, an unincorporated colonia with complex infrastructure challenges and a resilient, underserved population. Under Dr. Martinez’s leadership, the district has made significant strides in academic performance, equity of access, capital improvements, and the expansion of college and career readiness programs.

Dr. Martinez has championed initiatives focused on increasing graduation rates, improving early childhood education, expanding dual credit and career technical education (CTE) pathways, and addressing socio-emotional learning. He is deeply committed to staff development, and under his guidance, the district has implemented robust leadership pipelines and mentoring programs to support teachers and administrators.

Dr. Martinez holds a Bachelor of Business Administration in Computer Information Systems (1993) and a Master of Education (1996), both from the University of Texas at El Paso. He earned his superintendent certification from Angelo State University in 2006 and completed his Doctor of Education (Ed.D.) in Educational Administration from the University of Texas at El Paso in 2017. His doctoral research focused on educational leadership in diverse and economically disadvantaged communities.

Dr. Martinez is widely respected across the Clint ISD communities for his integrity, servant leadership, and unwavering dedication to educational equity. He actively collaborates with state and regional education organizations and has been a vocal advocate for public school funding, bilingual education, and rural district needs.

Dr. Martinez and his wife, Brenda, are proud parents of two children. A lifelong El Pasoan, Dr. Martinez remains committed to strengthening his community through education, service, and opportunity for all students.
