    Every Student Succeeds Act Section 1116

    Mission Statement

    The mission of the Clint Independent School District is to prepare all students to be successful citizens. The District will work in partnership with the community and the family to create opportunities for the student to maximize their personal potential.

    Annual Goals

    1. The District will be a model of high standards for student academic excellence.
    2. The District will ensure a safe well-disciplined positive learning environment for all students.
    3. The District will operate efficiently being fiscally responsible.
    4. The District will become the employer of choice in order to seek and retain effective personnel.
    5. The District will include parents, community, and business members in the education of all students. 

    Clint Independent School District will be governed by the following statutory definition of parent and family engagement:

    Parent and family engagement are defined as the participation of parents and family members in a regular, two-way and meaningful communication involving student academic learning and other school activities, including ensuring:

    • Parents play an integral role in assisting their child’s learning.
    • Parent are encouraged to be actively involved in their child’s education.
    • Parents are full partners in their child’s education and are included, as appropriate, in decision-making and on advisory committees to assist in the education of their child.

     

    In support to improve student academic excellence, Clint ISD has developed this parent and family engagement policy that establishes the district’s expectations for parental involvement and guides the strategies and resources that will strengthen school and parent partnerships. This policy will describe Clint ISD commitment to engage families in the education of their children and to build the capacity of its schools to implement family engagement strategies and activities outlined in the Campus Improvement Plan (CIP) and in the District Improvement Plan (DIP) to help achieve student academic excellence.

     

    1. Clint High School shall jointly develop with, and distribute to, parents and family members of participating children a written parent and family engagement policy, agreed on by such parents, that shall describe the means for carrying out the requirements of ESSA Section 1116 subsections (c) through (f). Parents shall be notified of the policy in an understandable and uniform format and, to the extent practicable, provided in a language the parents can understand. Such policy shall be made available to the local community and updated periodically to meet the changing needs of parents and the school. Section 1116 (b)(1) & (e)(5)

     

    The Clint High School Parent and Family Engagement policy is reviewed annually during the first 9 weeks of school following the evaluation and first CIT meeting.  Feedback from parents is important in its development as Clint High School’s mission is to provide a quality education to our students. The policy is distributed to our community during parent night but due to remote learning, it will be available on the website for parents to view.  A school wide announcement will be made for parents to bring awareness of document.  All documents related to PFE will be translated for our Spanish speaking parents to keep them informed.  Our vision is that parents will become more aware of programs available to help their children be successful in school, ranging from tutoring, completing college applications, and bring awareness to social and emotional programs available.

    1. Clint High School shall convene an annual meeting, at a convenient time, to which all parents of participating children shall be invited and encouraged to attend, to inform parents of their school’s participation under this part and to explain the requirements of this part, and the right of the parents to be involved; Section 1116 (c)(1)  

     

    During ilearn@home, the first annual meeting will be held on parent night, October 14, 2020.  Parents will have the opportunity to meet at 2 different times (TBD) at designated times.  The second opportunity will be held in November (TBD).  Parents will be notified via Peachjar and the information will be available at all times under the PFE tab at Clint High School’s school webpage.  Meetings will be held by Ms. Dominguez, Assistant Principal.

     

    1. Clint High School shall offer a flexible number of meetings, such as meetings in the morning or evening, and may provide, with funds provided under this part, transportation, childcare, or home visits, as such services relate to parental involvement (in order to provide these activities, they must be addressed in the Campus Needs Assessment and the Campus Improvement Plan); Section 1116 (c)(2)

     

    Our parent meetings for the school year will range based on need but many of the meetings will be focused on the use of technology, preparing students for state assessments, and preparing students to be College and Career Ready.  The meeting times will range from morning, day, and evening meetings to ensure parents receive the information they may need to assist their child(ren).

     

    1. Clint High School shall involve parents, in an organized, ongoing, and timely way, in the planning, review, and improvement of programs under this part, including the planning, review, and improvement of the school parent and family engagement policy and the joint development of the schoolwide program plan under section 1114(b) (Campus Improvement Plan), except that if a school has in place a process for involving parents in the joint planning and design of the school’s programs, the school may use that process, if such process includes an adequate representation of parents of participating children this could include the site base committee; Section 1116 (c)(3)

     

    In the evaluation for the 2019-2020 school year, we were informed that parents needed assistance or awareness of post-secondary information.  The policy will be reviewed 2 times a year (Fall and Spring) to have checkpoints that we are meeting the needs of our parents.  The pandemic has put a halt to face-to-face meetings that would facilitate interactions and distribution of materials will be done via district transportation.

     

    1. Clint High School shall provide parents of participating children—

    (A) send information about programs or activities under this part with enough time this way parents and family can plan to assist;

    (B) a description and explanation of the curriculum in use at the school, the forms of academic assessment used to measure student progress, and the achievement levels of the challenging State academic standards; and

    (C) if requested by parents, opportunities for regular meetings to formulate suggestions and to participate, as appropriate, in decisions relating to the education of their children, and respond to any such suggestions as soon as practicably possible;

    Section 1116 (c)(4)

    Parents are informed via phone calls, social media, emails, and teacher postings in google classroom of events that pertain to our campus with enough time. The curriculum and assessment information is provided during meetings for our parents and families.  At this time, information is also shared about state assessments, graduation plans, loss of credit and credit recovery.

    1. If the Campus Improvement Plan (CIP) under section 1114(b) is not satisfactory to the parents of participating children, submit any parent comments on the plan when the school makes the plan available to the district staff responsible for the CIP. Section 1116 (c)(5)

     

    The Campus Improvement Plan is reviewed with the Campus Improvement Team at the beginning of the school year.  Parents are given a voice and allowed to share their concerns.  To date, we have not had parents provided negative feedback.

     

    1. To ensure effective involvement of parents and to support a partnership among the school involved, parents, and the community to improve student academic achievement, shall: Section 1116 (e)

    provide information to parents of children served by the school, as appropriate, in understanding such topics as the challenging State academic standards, State and local academic assessments, the requirements of this part, and how to monitor a child’s progress and how to work with educators to improve the achievement of their children; Section 1116 (e)(1)  

     

    Parents are encouraged to maintain communication with teachers to monitor academic progress.  Our counseling staff meet with students yearly to ensure they are meeting requirements for graduation.  Parents are notified of growth, concerns, and status on their graduation plans. Tutoring is highly encouraged for all struggling students.

     

    • provide materials and training to help parents to work with their children to improve their children’s achievement, such as literacy training and using technology (including education about the harms of copyright piracy), as appropriate, to foster parental involvement; Section 1116 (e)(2)

     

    Parents will receive multiple opportunities to attend meetings that are geared to help them develop their technology skills and ways to help their struggling children, if that is that case.

     

    • educate teachers, specialized instructional support personnel, principals, and other school leaders, and other staff, with the assistance of parents, in the value and utility of contributions of parents, and in how to reach out to, communicate with, and work with parents as equal partners, implement and coordinate parent programs, and build ties between parents and the school; Section 1116 (e)(3)

     

    Through our librarian, parents interested in technology development will have the opportunity to participate in a book study throughout the year.  Based on this year’s pandemic, technology has taken an integral role in their children’s education, therefore, Clint HS has realized parents need support to assist their children.

     

    to the extent feasible and appropriate, coordinate and integrate parent involvement programs and activities with other Federal, State, and local programs, including public preschool programs, and conduct other activities, such as parent resource centers, that encourage and support parents in more fully participating in the education of their children;

     

    Section 1116 (e)(4)

    Parent and family engagement activities have been coordinated with Communities in Schools to meet social and emotional needs of families.  For technology, collaboration between our librarian and the Technology Instructional Services department, have been critical in assisting our parents with hot-spots, chrome book assistance, and other technological issues that arise throughout the year or specifically during the ilearn@home time period.

    • provide such other reasonable support for parental involvement activities as parents may request. Section 1116 (e)(14)

    The parental feedback we have received is a need for technology training that include:

    Email access,

    Skyward access,

    Google classroom access,

    Navigating through google classroom,

    Use of securely parent portal,

    Other areas of need that have been brought to our attention include, where to access food, medical care, utilities support.

    The Clint High School parent and family engagement policy has been developed/revised jointly with, and agreed upon with parents of participating children and school staff on __September 21, 2020______________, as evidenced by meeting minutes, and will be in effect for the period of the 2020-2021 school year.  The school policy and school-parent-student compact will be distributed to all parents of participating children during both Open House scheduled on October 2020 (Fall Open House) and February 2021 (Spring Open House).  Clint High School will use various means of communication (district/school websites, correspondence, Open House, newsletters, parent meetings, Facebook, Twitter, Class Dojo app, Remind app, and other forms of communication) to distribute the policy to parents, family members, and the community.
