Focus to Learn! No Electronics! New Texas Law In Effect September 1, 2025
Clint ISD will follow the new Texas Law House Bill 1481 effective September 1, 2025, regarding electronic devices during school hours. As referenced in the Clint ISD Student Code of Conduct:
Students shall not use a personal electronic communication device, including a cell phone, or other electronic device on school property during the school day and shall store the device in accordance with the method of storage established by the district. Students may store their devices in backpacks, pockets or purses; students may also use classroom storage methods provided by their teachers. Students may not use or have their personal communication device powered on from the beginning bell to the end of the day bell. The policy excludes students who attend off-site dual credit college courses. While at an off-site educational location, students must follow any communication device requirements in place at that location.
The district may authorize the use of a personal communication device for the following reasons:

To implement an individualized education program (IEP) or for a plan created under Section 504, Rehabilitation Act of 1973 (29 U.S.C Section 794) or a similar program or plan;

With documented need based on a directive from a qualified physician; or
-
To comply with health or safety requirements imposed by law or as part of the district’s safety protocols.
Inappropriate use of a personal communication device during the school day will result in disciplinary action in accordance with this Code of Conduct. If a personal communication device is in the possession of the school, the school will take appropriate efforts to keep the device appropriately stored and free from damage. However, parents should note the school specifically disclaims any liability for devices that are damaged or lost while in the school’s possession. Parents will not be compensated for devices that have been in the school’s possession in the event those devices are lost or damaged while in possession of the school.
Any student who violates this policy is subject to the following disciplinary measures, subject to and in accordance with the district’s Student Code of Conduct (SCOC), including any progressive sanctions for ongoing violations:
First Offense:

Device confiscated and held in the main office for the rest of the day.

Parent/guardian notified.

Written warning issued to both student and parent.

Only parent/guardian may pick up the device.
Second Offense:
-
Device confiscated and held in the office.
-
Parent/guardian notified and must pick up the device.

Student receives 1 day of In-School Suspension (ISS).
Third Offense (or More):
-
Device confiscated and held in the office.
-
Parent/guardian notified.
-
Device returned only after an in-person meeting with the principal (or designee), student, and parent.

Student receives 2–3 days of ISS and the student cannot bring the phone to school for a semester.

Further violations may lead to disciplinary placement at the District Alternative Campus (Grades 6–12). This includes;

Defiance and non-compliance: Repeatedly refusing to put away the phone when directed by staff.

Belligerent or aggressive behavior: Threatening, using profanity, causing a scene as a means to keep the phone.
-
Interference with learning environment: Disrupting lessons, hindering other students' learning, or contributing to a negative classroom atmosphere due to phone use.
